This person must be actively dependent on prayer and the Holy Spirit's empowerment for life and ministry. Called by God to serve within the local church context, the Business Administrator must meet the leadership qualifications outlined in 1 Timothy 3, embodying above-reproach integrity, faithfulness as a follower of Christ, and modeling a servant's heart. RESPONSIBILITIES AND DUTIES The Business Administrator is responsible to oversee the business aspects of Olivet Baptist Church, to include financial management, personnel management, property and facilities management, and risk management. The Business Administrator supervises the Administrative Assistant, the Custodian, a part-time Accountant, and a part-time maintenance worker. FINANCIAL MANAGEMENT 1. Under the direction of the volunteer Treasurer, oversee the maintenance of the accounting records and preparation of financial reports for the Church. Assure that all required tax forms (e.g. General Excise Tax Returns, Form 1099s and W-2s) are filed as required (note: much of this work is usually performed by the Accountant). 2. Assist the volunteer Treasurer in maintaining internal accounting controls to ensure that all funds and other assets received are counted and accounted for properly, and that only authorized receipts and disbursements are made. This includes ensuring that all bank statements are reconciled within 15 days of their availability. 3. Maintain a record of and tag appropriate church property and equipment, and inventory them at least annually. 4. Assist the Finance Committee in preparing, evaluating and administering the annual operating budget, supporting the Church's mission, vision and goals. Submit budget requests to the Finance Committee for office expenses, utilities, and income expenses not included in budget requests from others. PERSONNEL MANAGEMENT 1. Maintain all personnel records, including job descriptions, time reporting records, appropriate correspondence, etc. for all Church employees, which includes preschool workers. 2. Maintain employee benefits plans such as health care insurance, annuities, worker's compensation and temporary disability insurance. 3. Assist the Personnel Committee in formulating and maintaining appropriate written personnel policies and assist in carrying them out, including ensuring compliance with all applicable labor laws. 4. Coordinate the payment of compensation to all Church employees, including personally notifying the payroll processor of additions and deletions of employees, changes in compensation rates, and changes in other items that the payroll processor needs to know. 5. Maintain vacation and leave requests/records for church employees. PROPERTY AND FACILITIES MANAGEMENT 1. Supervise the custodial staff and maintenance staff, and oversee the use of others, including outside contractors that perform work for the Church. 2. Assist the Properties Committee in determining priorities for major maintenance work for the Church and coordinating the work required. 3. Oversee the rental of Church property (including working with a property manager) and facilities on an ongoing basis, such as residential units and parking stalls. 4. Oversee the non-routine use of Church facilities, such as for weddings, funerals, and denominational activities (e.g., Hawaii Pacific Baptist Convention, Oahu Baptist Network, sister churches and partnering ministries). RISK MANAGEMENT 1. Oversee security and safety matters, including use of cameras and volunteers, as appropriate, and control the issuance of keys and other means of access. 2. Assist the Board of Trustees in evaluating risks, and maintain insurance policies. 3. Oversee the maintenance of secure files of critical documents (e.g. "statutory documents"). GENERAL OFFICE 1. Oversee the operations of the Church office, including supervision of the employed staff and volunteers. 2. Oversee the purchase of supplies and equipment for the office and other organizations as requested. OTHER 1. Oversee the publication of the weekly worship service bulletin, and other publications as needed. Proofreads and edits as necessary. 2. Oversee the production of the Church calendar and the information for the Church Council and Church Business meetings. 3. Prepare and file periodic filings not handled by others, such as the Annual Church Profile that is filed with the Hawaii Pacific Baptist Conve
