Stats?
Though I'm not sure of the 90% statistic- churches are in large desperate for volunteers. I've seen way too many churches where there are far too many spectators.

If someone wants to be in the band you can only assume their heart is in the right place. If someone is looking to be an honored musician they're probably not going to look to a church as their best chance at glory.

Limited Resources
90% of American churches have congregations of 100 parisioners or less. These churches, often, aren't afforded the luxuries of picking & choosing. They are mostly led by someone who knows a few chords on a guitar with no real worship training to speak of. I agree with your thinking in the ideal situation. However when you're short on manpower, talent, training & resources: then you have to make some concessions and develop a model that is more fluid. A book called "Loaves & Fishes Worship Team Training" is geared towards helping these atypical churches with very pracltical how-to methodology.
